Those appear to be the two main theories - or perhaps some unknown Maia who's never mentioned as such in the books. None of the three theories are necessarily super convincing, but Sauron would be very weird - him dropping from the sky like that, having lost his memory and trying to communicate with this random proto-Hobbit, makes much less sense than Gandalf doing so, imho.

I think we're seeing the origins of "Annatar", who Tolkien notes had convinced himself he was doing good, for a while. I suspect we'll see the Harfoots almost help Sauron turn to doing good, and then fail.

Why Sauron completely forgets about them..that's another question. Some stupid explanation will not doubt be given.
