You're also right in saying that it doesn't address the many ways guns are passed on other than purchases from a store. Even in my state where swap meets and flea markets can't deal in firearms, and if you buy a gun online it has to be sent to a licensed dealer, there's nothing to stop family members from passing on guns. If they also give you enough ammo, you can go a while before having to obtain your state permit.

So yes, there are always loopholes. But some of his suggestions would make for a good start. Others, not so much.
