Your chart is total losses ever. The one I describe is losses since 2000.

The Packers are one of the six original teams, whereas Minnesota is not. They have been in existence decades longer than the Vikings, hence more total losses
Edit: GB also tend to go defensive on their first round pick, not going for "skill" players until the second, and I'd say it mostly works for them. Don't reach the highs of Philly but generally always a playoff team.
