And Dracul did seem to confirm that he is a starborn in Battle Ground. I think he says something to Harry like "From one starborn to another..."

Yes, he did. And Mavra said, Harry's blood was only for the master because both are starborn. Dracul also told Harry that the White Council was involved and "bred" him to serve a purpose. Which seems to be confirmed by Listen To Wind's refusal to explain the meaning for Harry without permission from the entire Council, and a year to try and get it. All this was in Battle Ground.

Also, is was Grandpa Blackstaff who told Harry a starborn only comes around once every 666 years, in Peace Talks.
