I think cops also should be un-recruitable to make it less imbalanced (since they can just clear themselves that way). And definitely limit the recruiting to just the leader, otherwise the cult can just overwhelm at the end of the game, once there is a list of reasonably pro-town players they can safely recruit. Even one player is enough to turn the balance since it is really a 2 player swing (1 less townie, 1 more cultie).
