No, but there are many where it isn't encouraged, let alone enabled the way GURPS does.

And what would be the point in playing that anyway? The whole reason I stopped using existing setting was because I felt that I couldn't break the status quo, and that's a miserable experience, I can assure you.
I would, of course, slap you if you decided to play Han Solo in one of my games. Not only for being completely in the wrong setting, but also because I get annoyed by people who blatantly copy existing characters. I've had to slap a number of Drizzt clones in my time...
Anyway, with the amount of time I spend worldbuilding (a ridiculously thankless task, since I can assure you right now that none of my players will ever realise the hours I spent reading on geology in building my current world), I really don't want to bother learning especially complex rules. It's part of the reason I was so glad to be rid of AD&D in the first place. If I don't remember the rule, I'll probably come up with something anyway.

That's time you could spend worldbuilding, but if you'd rather spend it on mechanics than use existing mechanics with great detail and months of playtested balance, you're the GM.
