Since the bad guys were random, both in who could be a bad guy (to a degree, most good guys had a 1 in 6 to be evil whereas most bad guys had around 1 in 6 not to be with the various greyish figures being in between) and which combos would arrive there was basically no specific premade faction. Had the bad guys been, say, Hendricks and Gard, they'd have been a genuine 'mafia' faction and not have had encounters with Cowl, most feasible villain groups had some main bad guy who would appear to prod them along, there was never really an 'evil faction' and had the baddies been two or three normal good guys against an array of mostly bad 'good' guys the plot would have adapted a bit, switching rapidly from Mac's to Undertown with Maeve or somebody playing Luccio's role. There was enough bad guys options that double-SK's with no mafia team or a bunch of other options were possible, though the odds strongly favored about 3:1 town:scum ratio (which is what we got) with about a 1:1 vanilla:role combo.
