Last game I modded, I believe I gave three days' warning and then modkilled on the fourth. That may be on the harsh side, but 28/46/51 days (depending on when you start the count from) is way too much. It's even worse because everyone is waiting for this situation to be resolved.
The first rule of being a ninja is "do no harm". Unless you intend to do harm, then do lots of harm.
