The centralised government of the Empire makes the game mechanics pretty unfeasible, so it would have to be during the days of the Republic, that might be possible.

I'd prefer to do something with the StarCraft setting, since it is one of the sci-fi settings I am most familiar with, but I know many people here aren't.

If you are familiar with Stargate, Goa'uld system lords could make an interesting setting too, since they're pretty much feudal lords squabling with each other. I don't really know enough about Starcraft to comment on it's viability.
