All they did was keep the character true to the source material so that Marvel Comics fanboys wouldn't be pissed about an unnecessary name change. (There is actually a newer Black Widow named Yelena Belova.)
Not that the above paragraph absolves Hollywood of your complaints in a general sense. But they can't be faulted too much for faithfully adapting the secondary characters that Iron Man interacts with.
