This is probably the one (ultimately easily overlooked) flaw in this movie, that it's never fully explained why the aliens couldn't use their own technology when they arrive
At least, the human interviewees have a hypothesis: that these were the non-thinking "grunts" and all the "officers" had perished in some sort of accident. It seems Christopher Johnson was a lucky survivor from the officer class, or maybe an unusually intelligent individual (remember how he actually read the eviction notice, and wouldn't sign it?) who for some reason was working in a low-grade role.
I'm really looking forward to the sequel, if there is one.
