So, I just started watching Torchwood. Easy question inside.

Put it in the Netflix queue so I could stream a show while the TV was otherwise occupied with vampire romance. 
My question is this, do I need to watch Dr. Who to have a better appreciation for this? I understand this to be an offshoot.
Just 2 episodes in and it's been fun, but not the best thing I've ever seen. I have the inclination to keep going, but wanted to see if others recommended Dr. Who first.
