Not so much because of their appearance, but the expression on their faces and the fact that they occasionally stare straight at the camera so it looks like they're looking directly at me. Their floating added to the effect. All that, combined with their method of carving out hearts with big grins on their faces really completes the creepiness factor for me.
It doesn't really scare me, just creeps me out.
As for actually scary monsters, I agree that the less visible, the scarier. The imagination can usually provide more terror than a makeup artist.
