He told people at a con last year (and again at the LA signing in January) that he's given the producers some specific answers about character arcs (specifically he told them who Jon's mother was) and some information on the overall ending of the series. However, he hasn't given them a detailed outline of every beat up to the end of the story because he doesn't have one for himself, let alone for them.
