As for Legolas, I think he's going to have a somewhat minor role as an elf near Elrond, kind of going off the logic that even if he wasn't mentioned in the book, there's no reason to suspect he wasn't there.
And for Saruman, I think the White Council are being included, so thats where he fits in.
