I believe in any and every country, torrents are legal. However, the content located within the torrents is a different story. For example, if your friend in say, Thailand, was to upload a couple of word document files he/she wished to send to you via torrent, yes. However, say you were downloading illegal material, such as a copyrighted television show, then you would be acting against the law. However, people are not often arrested for this crime, though it has happened.
