It doesn't make a lot of sense to have the strong guy to stop someone, when another alpha could have forced her will upon him. The only reason to have the strong guy is for when you want to move heavy furniture, or for when a rare person doesn't have a flexible mind.
I agree, it wasn't the best strategy. I think that was the point. Bill thinks he should be the one giving orders, but he doesn't always think things through.
