Apparently the 'announce next season immediately after first ep of next season' thing is something HBO do to build confidence in new shows. For later seasons, they sometimes wait longer. The third season renewals for both TRUE BLOOD and BOARDWALK EMPIRE took about 3 weeks to come through.
There are VERY strong indications, however, that HBO will announce Seasons 3 and 4 of GoT together. They won't film them together, but they'd commission them together so the producers can just move straight from producing one to the other, speeding up the process. They did this for TB when they renewed it for the 4th and 5th seasons together.
