I understand that especially Gandalf's role has been expanded from the book, which I take it is the Necromancer plot you're taking about? (From my RPG history I seem to remember he is called the Witchking of Angmar, or is that a different person? I don't know...)
I'm about to geek it up in here, but the necromancer is Sauron. They (Gandalf, Saruman, etc) thought he was probably a ringwraith rather than Sauron, and I think it is mentioned later that Gandalf regrets not knowing in time to do something much earlier. Eventually, they do something that drives him out of his hiding place, and he goes over and starts up the whole Mordor thing. The "something" happens in the timeline of the Hobbit, I believe.
Witch King of Angmar is the baddest ringwraith (he stabs Frodo). He was always up being a shithead in Arnor.
