RJ writing style would never have combined the wind with recaps of multiple places i.e the wind stars at Tar Valon, we get descriptions of it and of the Rebel Camp before the wind moves west to Arad Doman. RJ might have started at Tar Valon, but he would have kept the wind moving west without any recap.
