Pretty sure Semi was not seen at the cleansing nor was she there. She had a pass due to her under cover position.
This is off the top of my head, but Semi was at the Cleansing. Jordan said so, but she didn't get a PoV.

Semi wasn't present at the Forsaken meeting when Moridin and the Forsaken discussed cleaning the Taint from Saidin (in WH, I think). Semirhage was absent there, because of her role as Anath.

You're mixing the two up.

Regardless of what I wrote above, I think you're trying too hard to make it appear as if Moggy & Semi acted the same way here. You're playing with words to be able to find similarities in this instance.

We know that Moggy didn't fight and was hiding like a coward as befits her character. We know Semi was at the Cleansing. I think it's a real stretch to assume that Semi acted in a similar matter as Moggy.
Just because we didn't see Semirhage in combat, doesn't mean she hung back all day like Moghedien did. We didn't see aran'gar in combat at the Cleansing either. We just saw Eben leap at her and we see him dead afterwards. Catch my drift?
