She had to trick them into doing what they needed to do and should have done in the first place, so I can't hold it against her.

All the Sisters know that Tarmon Gaidon is coming, and with the Black Ajah fleeing the Tower for the most part, and with an Amyrlin who was a first-hand witness with evidence as to their existence, it is impossible to see them be manipulated so easily that they would debate while the world fell apart around them.
