We gotta remember that this series was supposed to be much shorter. Since all of the Chosen were "good" at some point, important people and pillars of the community, their flaws are well-remembered. This also highlights their respective personalities, and why they'd sell out *the whole world* for power. In a 3-4 book series, you don't need to do a lot more with the persona of 13 big bads.
Actually, by all indication, none of them were ever good. Exactly what about any of them suggests they were "good" people. Yes, some of them did do some good, but that was because of the way their society worked. They were playing along. There is no indication that they had any sort of genuine interest in being good people. They were always bad, and when the Dark One came, it gave them an outlet. The man ran for office, and wanted to be the top dog. Since his culture had all positive values, he had to emulate those. No indication he was after the public welfare or anything other than having his ego stroked.
