He also says that in the world book: humans and Ogier are the only two natural, sentient species in the WoT world (with the wolves as a semi-sentient species, I guess). Everything else - the Nym and Shadowspawn - are constructs.

This pretty much confirms that the Ogier come from another world (either in space or another dimension via Portal Stone or whatever the Book of Translation is), since they're not around right now and however long the Age of Legends is, it's probably not the millions of years required for them to evolve naturally.
