I think the flows of Saidin "physically" touched the DO during the sealing. Maybe that connection remained, leaving him incompletely sealed. Which was what allowed him to weaken the seals as well as protect his followers from the taint.
Which makes me wonder, when Rand cleansed the source, did he destroy a piece of the Dark One along with Shadar Logoth?
