Rand never matched Ishamael and Aginor in strength in the early books.
Aginor burned himself out. And Balthamel was killed by a Nym.
Ishamael was killed with Callandor.
At the beginning of tSR, Rand cannot even grab hold of the Power every time he tries. He clearly grows significantly in strength during tSR, and by the end of it, he is EXACTLY equal to the weakest male Forsaken - Asmodean.
So it is perfectly logical to suggest that Egwene and Elayne are at a more advanced level of development than Rand at the beginning of tSR, when he overwhelms them both like they are children.
