It is simply easier for saidar or saidin to accomplish certain effects because of how they work, regardless of individual strength. Saidin may be able to raise someone higher with Air, while saidar may be able to support weight over a greater distance. We see the same with absorbing heat into your body - a male channeler can do this, but a female channeler can not, despite how strong she is.
