I'd say no for anyone, though. Channelling only has a 3% incidence in the general population, though we're exposed to many characters at the forefront who give the false impression that channeling is common.

Galad might have the genetic part of channeling - he's linked to Elayne and several other channelers genetically. However, that is only one part of it. Whether he has the body to channel is a complete other story - and you need both parts. We know from Vandene and Adeleas that even twins who can channel are rare, and you can't get more of a genetic match than that. It's also a clear sign that the genetics of the situation may be less important than the physical aspect. It might be the principle reason why Balthamel was placed into a woman's body (despite it being a cruel joke by the DO) - good bodies for channeling seem to be as rare as the gene.

He would need to be tested to see if he has the ability. I don't think there's much chance of him being a sparker. They're incredibly rare. Narishma is almost the only one besides the various Dragons and false Dragons whom we know of with the spark.
