I should think they're already quite far with the build. So the Tower might actually be build.
The theory is that it will house the Black Tower after the Last Battle. It has some nice symmetry to make a rewarding ending to those story lines.
I believe we have a quote somewhere that says the Tower was purposely build in dark colors (apparently because Elaida loved dark colors), but maybe I'm just pulling nonsense out of a hat right now.
