I remember that Arangar was always talking about "having her own plans for Al Thor."
Arangar's is usually at FS meetings and with the Rebels. Other than her allliance with Graendal, Egwene remains as the method for doing something to Rand. So I am seriously considering al vere as her instrument for doing so.

She could have planned to wait until Eggy finally met The Dragon again, but Arangar was always really worried when non-FS saidin-users were around.

The only other possibility I can see is a theory I'm working up on Arangar being Taim...

After all, she was upset that Egwene was captured in KoD, ch.3. Aran'gar also basically admitted that she wasn't that good in manipulating Egwene.

But it would be a cool twist, if Egwene suddenly turns evil.


Aran'taim ... that would be a funny twist! And it fits with her comment about "someone playing at her own game" when she learns of Sammael being impersonated! And explains Taim's AoL-mannerisms.
