There are way too many problems with your theory...

1. Semirhage doesn't know the weave, as far as we know.

2. She needs to get close to Rand and have access to saidar, both of which are very unlikely in her current situation.

3. She knows how the bond works - there is nothing to investigate.

4. Rand cannot be compelled through the bond - Alanna has tried.
