In practice, it may not be possible. No one has ever been severed twice before (I could be wrong, though). The first time someone is severed, it's usually pretty emotionally disturbing. The second time could be worse, since they lost the ability, got it back, then lost it again, which could have even greater reprocussions on the person who was severed.
Nobody has been severed twice before because nobody could heal it until now. I know being severed is VERY painful (physically). Then the emotional problems stem from the fact that you have to start coping with the fact that you can never embrace the source again.
I think largely the emotional problems could be skipped over if you knew you were about to be healed again. Before, being severed was a hopeless situation. Especially if the wait isn't long. For example; Siuan travels to the black tower to try to regain her full strength. They sever her only moments before they heal her back to full potential. The pain is excrutiating, but lasts only an instant. In moments it's all over. A small price to pay for that much power...
