it's just so vague that it's annoying and almost not worth thinking about 
but if i had to vote it'd be what i said. or maybe they abandon/evacuate the tower. that's possible. elaida's fortelling "the white tower will be whole and stronger than ever" could happen before the seanchan attack. (i'd be sad if the tower was destroyed but it'd make for good fantasy reading)
