She's much stronger in the Power. She can make them stand on their heads if she wants to.

But she can't interfere with their business. But ordering Moiraine to drop what she's doing and follow her commands is interference. And not something subtly done.

Well exactly, she finds ways around rules. It's impossible to prosecute Cadsuane for anything because she doesn't actually break Tower Law.

Huh? I showed you two instances where she directly countermanded the Amyrlin's commands. That's breaking Tower Law.

I don't think she's a headache at all. It's more than likely she obeys any Amyrlin or Sitter to the word, but when things don't suit her she disappears for a decade or so. I have strong doubts that they consider her to be a wild card, or someone unreliable.

Disappearing is not her sole tactic. She has, for example, plainly stated that Elaida would regret it the day they meet. Since she cannot lie, this means she openly said she'll teach the Amyrlin a lesson. That violates tons of Tower laws, and certainly shows no signs of obedience! And then there's the rumor that she attacked an Amyrlin...

Cadsuane disciplines people behind closed doors. She never embarassed other Sisters in public. For all her aggressive tactics, she has a strong sense of decorum.

Huh? She had no problem embarrassing Merana in front of Rand, and she insulted even Merise in front of the Wise One's in tGS. She made Beldeine apologize to Min, too. All of these were public events.
