Rand was more scary than any Forsaken had been because he wasn't a caricature as they are, and RJ seemed to be unable to show the level of depravity and villainy they had sunk to without injecting comedy into it. I think he assumed readers would be shocked and sickened by the imagery in Graendals' palace and etc. He was a bit prudish in that regard.
