Taim, partially trained or not, is a valuable resource. Just like the Black Ajah. They can channel, that makes them both powerful weapons and necessary tools against the Dragon's forces(which is at least twice as powerful in sheer numbers, maybe three times).
Taim is already sworn to the shadow. So he can probably be considered one of the Forsaken already.

Taim and Rand were about equal back in LoC, Logain was was almost Rand's equal as late as KoD. Seems to me that Logain is a bit ahead of Taim. I'd say Taim is more like Sammael or Aran'gar or Rhavin with Logain a bit ahead of them but still behind Demandred and Moridin.
