Despite the mental gymnastics and sophistry Cannoli wants to play around with, the Forsaken occupy a role in the story as villains. They may be henchmen and tools of the Dark One but they are no less villainous just because they answer to an ultimate embodiment of evil.
My take on the criticism (which Sidious' reply suggests is accurate) is that as ULTIMATE villains they fall short. They aren't so much antagonists as examples of the consequences of defeat or failure. Are you any deader if Rahvin rips your soul from your body than if a Darkfriend stabs you in the back or a Trolloc dismembers you for lunch? I think WoT has thoroughly demonstrated the principle that anyone can take out anyone else. IMO, the network of Darkfriends who could include anybody from the bum on the street to the head of state is much more menacing. Worrying about the Forsaken is like worrying about nuclear war - you just have to hope it's not going to land on your head, and stop fussing. The Forsaken are more effective as a deterrant. In other words, even a partial victory of the Shadow, or a stalemate or something could result in these loser D-bags having their own way forever.
