The Seanchan armies have been fed lies that a woman posing as the Daughter of the Nine Moons is on the loose. By the time Mat and the Band end up fighting them, it's clear that Tuon's life would be in danger if any of the Seanchan forces laid their hands on her, so royal decrees wouldn't count for anything.

It's only when Karede and the Deathwatch Guard arrive at Mat's camp that she can be safely returned to Ebou Dar to unravel Suroth's lies and assume her rightful position.
