We are talking about their roles in the story, not the hierarchy of the Shadows' forces. That was why the OP discussed Dark Rand as a villain, even though Dark Rand was not an agent of the DO. Also, the OP never said anything in which they confused the ultimate villain with the villains in the rogues' gallery - they all occupy the role of villains in this series, but to different degrees.
