It has nothing to do with the Dark One.
From a Q&A with RJ: "The universe is driven by saidin and saidar working against each other..."
So the Creator created the True Source, and the interactions of two elements of the Source drive the Wheel of Time.
This is why the Dark One could not affect the One Power until Lews Therin metaphysically exposed saidin to It, give the DO something to touch and taint. It is also apparently why the Dark One's creation, Shaidar Haran, has powers related to nullifying access to the One Power with an inability to handle objects which use the One Power. It seems wholly beyond the Dark One to manipulate.
