I mean, it can't all be hitting high-priority targets for the shadow. What do they do between jobs? Hit the beach? Visit Strip clubs? Nap?


Perhaps they are planted as spies in various cities. they dont have to worry about disguises or presenting a persona to the world b/c they are basically unseen. If you ask me a gray man is the perfect spy. He could stand in the room of any counsel and remain unobserved.
