I'm fairly certain that ToM will describe events in parallel with many that happened in TGS. In other words, some of the events that take place in ToM will be events that take place before Rand Balefires the Graendal's fortress. We'll see her, but not because she "re-existed" due to Balefire...we'll just read what happened to her leading up to that series of events.
