BS has confirmed that Elza stole the dark bands using weaves she learned from presumably Greandal, Lanfear, or Moggy. Elza did not need to know the weaves that Cadsuane wove to do this.

I agree with Cadsuane's thoughts on this. The DO was definitely after some other purpose then just collaring Rand. (He could have gotten the dark bands some other way much easier.) Cadsauane debates whether or not the true purpose was to get the access key back in Rand's hands.

I don't know whether or not that was the true purpose or accidental since Elza was the one who broke into Cadsuane's apartment to get it. (Maybe Elza didn't recognize the access key or her instructions were so specific that she ignored it. Or may Verin's compulsion played a role in her not taking it.

In any case, I suspect some wise one complicity since Cadsuane was out in the Aiel camps visiting WO during that time. Plus it would be useful for the DO to KNOW for certain that the dark bands truly were in Cadsuane's room and perhaps to find out where they were.

I am hesitant to suspect Sorilea, so my first guess it Bair. It is equally likely that neither are DF, though.
