If i remember right from new spring caddy is more powerful (they meet in an inn i believe and that comes into play).

Moiraine was not at her full strength yet. IIRC, Cadsuane said she would still be higher when that happened, but not by much.

Moiraine will likely have *angreal after leaving the ToG as well, btw.
