to channel enough to move that little bit of cloth. I'm willing to bet working the Oath Rod would take more than Morgase is capable of. If Galina could sense Morgase's strength (or lack thereof), she would have known this.
She could only move the flag, by, for all intents and purposes, wishing really REALLY hard. She didn't know she was using flows of Air, and I doubt she'd have enough control over the Five Powers to pick out Spirit and channel just a thread of it into the Oath Rod.
