Going by ultimate potential (and achieving it):

1) Alivia

2) Sharina

3) Talaan

4) Nynaeve

5) Egwene



There are probably many channelers between Egwene and Nynaeve's levels. Someryn definitely falls in that bracket - and although she is not an ally of the protagonists, this does not necessarily make her a Dark Side channeler.
