And even if Moiraine has balefire and Cadsuane doesn't (and regardless of what she knows, I would concede that she would never use it, effectively eliminating it from her repertoire), so what? One weave means squat. Given all the other lethal weaves either woman can use, balefire is pretty much overkill. More important than having the most powerful gun is knowing how and when to use it. Given Cadsuane's ter'angreal, she'd spot Moiraine well before the other woman could think where to weave.
I don't think Moiraine holds a candle on Cadsuane (against any other AS, definitely Moiraine would wipe the floor, but Cadsuane is way above her weight class). I thought the topic was so ridiculous I didn't even bother to reply. I just took issue with Sidious's statement that Cadsuane knew Balefire. I seriously doubt it, that's all.
I think its more likely that Cadsuane knows balefire than unlikely. She's never shown a deficiency in any knowledge compared to another Aes Sedai, and her ability to invert makes her unique and means she's been exposed to hidden knowledge. No AS seems to know more than Cadsuane about saidar, and therefore if Moiraine knows balefire, then I find it likely that Cadsuane took some trouble to find out about it at some stage. The story implies that she's the oracle of the Aes Sedai. Nynaeve is very happy that Cadsuane doesn't know the function of some of her ter'angreal which implies that the woman has an irritating knack about knowing everything (in the Tower of course... the Aiel, Forsaken etc know things she doesn't).
However, if you want to go on proof alone, there's no proof either way. My experiences of Cadsuane make me bet that she knows its weave.

Moiraine. I think she'd put more into the fight.

Which is more powerful? I don't recall. But if neither had ter'angreal I'd pick Moiraine (barely) *NM*

During New Spring, though, Moiraine was still relatively weak

I read that as "uber-sized" and pictured Moiraine towering above Caemlyn

Yes, Moiraine has experience killing arrogant channelers who are more powerful than her.

She wouldn't do it because of the dangers and she sees it as evil. Not for Tower motives.

Cadsuane has no problems breaking rules when it suits her. Look at all the goodies she has.
