It seems one person suggested that Graendal's comment about Someryn not being negligible was an indication that Someryn approached Graendal herself in strength, and now suddenly everyone has jumped onto that band wagon.
The truth is that the general impression has always been that Someryn might be somewhere between Egwene's level and Forsaken level - perhaps even as strong as Moghedien.
There is no proof that she is any stronger than that. Graendal merely said she was "not negligible", if I recall correctly, and that she would not risk strength and skill residing together.
I highly doubt that Graendal would consider Moghedien negligible either.
Personally, I am comfortable in placing Someryn at Moghedien's level. I certainly did not interpret Graendal's comment as indicating that Someryn came close to equaling herself in strength.

There's also Sevanna's statement that Someryn was silently proud that no woman had never even come close to her in strength. That means she is much stronger than any Aiel woman she has ever met, and with women like Tamela/Viendre/Aviendha/Therava walking around, it stands to reason that she is high Forsaken strength.
Graendal also says she won't risk skill and strength in another woman, meaning that Someryn would be able to challenge her if she had the knowledge, which Moghedien could never do.
