It seems one person suggested that Graendal's comment about Someryn not being negligible was an indication that Someryn approached Graendal herself in strength, and now suddenly everyone has jumped onto that band wagon.
The truth is that the general impression has always been that Someryn might be somewhere between Egwene's level and Forsaken level - perhaps even as strong as Moghedien.
There is no proof that she is any stronger than that. Graendal merely said she was "not negligible", if I recall correctly, and that she would not risk strength and skill residing together.
I highly doubt that Graendal would consider Moghedien negligible either.
Personally, I am comfortable in placing Someryn at Moghedien's level. I certainly did not interpret Graendal's comment as indicating that Someryn came close to equaling herself in strength.

There's also Sevanna's statement that Someryn was silently proud that no woman had never even come close to her in strength. That means she is much stronger than any Aiel woman she has ever met, and with women like Tamela/Viendre/Aviendha/Therava walking around, it stands to reason that she is high Forsaken strength.
Sevanna further said - and I speak from memory as I last read that passage about a year ago or more - that judging by Someryn's reaction, Maisa was stronger than her (Someryn). This after Someryn tells Sevanna that Maisa is strong. Very strong.
But the point is, just because Someryn is much stronger than Egwene or Tamela, does not mean she has to be stronger than Moghedien.
We know Egwene has no chance against Moghedien - as per Egwene's own statement. Therefore Moghedien is MUCH stronger than Egwene.
Even if Tamela and Viendre are halfway between Egwene and Moghedien, that still means that you could likely fit Dagian's entire strength into the gap between Tamela and Moghedien. Or more, perhaps. Therefore, Someryn could correctly say that Tamela or Viendre do not come close to her strength.
Judging by Graendal's reaction in PoD, Cyndane is MUCH stronger than Moghedien. ("Where had the Moghedien found someone SO MUCH stronger than herself?", if I quote Graendal correctly from the Cyndane scene).
So if Cyndane is MUCH stronger than Moghedien, it is safe to say that you can be much weaker than Cyndane to still be much stronger than Tamela or Viendre (who are both weaker than Moghedien).
To use a quantitative example:
Female strength table:
Dagian: 10
Egwene: 50
Tamela: 60
Moghedien/Someryn: 70
Nynaeve: 80
Graendal: 85
Alivia/Cyndane: 90
Lanfear: 100
