Demandred was part of the elite of the AOL. He would probably have known the locations of known extra solar colonies.
And we've seen he is quick to make logical deductions based on extrapolations of what the Breaking would have been like.
Considering that I thought of this - and I am at best the third smartest person in the world - I am sure that the SECOND smartest guy of the Age of Legends would also have thought of it.
So, he takes a bunch of Ashaman and Black Ajah, makes a gateway to some of the known colonies, tracks down the remnants of the AOL, and starts establishing his rule there.
Then he brings them back for Armageddon.
Either that, or he just put a few sword wielding primitive Murandians together into a ragtag army that wouldn't scare half of a single Aiel clan.
